Severe Mismanagement and Failure in Delivering Emergency Assistance (§19 of the Social Services Act) by NAV Sagene and Statsforvalteren
NAV Sagene has failed to process two Nødhjelp applications in accordance with Sosialtjenesteloven §19. and the County Governor (Statsforvalteren) responded in a dismissive and unprofessional manner, effectively shielding these failures and corruption instead of addressing the core issues.
Application #1 Incomplete Nødhjelp (Emergency Assistance) Distribution
On 20.03.2025, NAV Sagene granted me Nødhjelp in the form of 4 Voucher Cards (Verdikort)
I requested that the Voucher Cards (Verdikort) to be sent by post, as I was concerned about potential slandering on me if I visited the office in person.
However, only one Voucher Card (Verdikort) was sent to me, and the remaining three were withheld, despite multiple requests for them to be sent as promised.

Application #2: Insufficient Emergency Assistance and Lack of Transparency
On 22.04.2025, NAV Sagene granted me Nødhjelp in the amount of 850 kr for the period 17.04.2025 - 24.04.2025
However, NAV did not provide any explanation as to how I would manage financially until my next salary on 19.05.2025, nor did they even transfer the 850 kr to me.

My Concern
NAV Sagene’s failure to transfer the agreed amount of 850 kr and their lack of clarity regarding further support leads me to suspect that this may not only be negligence but also potential theft or fraudulent behavior.
My complint to Statsforvalteren
Statsforvalteren replayed on 08.05.2025 to my complaint that I've sent on 24.04.2025 about those Nødhjelp applications:
The Statsforvalteren handles complaints about decisions (like emergency aid), not about staff behavior!
Seriously?
Statsforvalteren somehow missed all of NAV Sagene’s clear violations of multiple Norwegian laws, including:
Sosialtjenesteloven §18 – Right to financial support
Sosialtjenesteloven §19 – Emergency assistance
Forvaltningsloven §41 – Invalidity due to procedural errors
And then, in a plot twist worthy of a satire, Statsforvalteren redirected my complaint about NAV Sagene's misconduct to say:
"Sorry, not our job."
It’s basically like that old saying:
"He sees only what pleases his eyes, and turns blind to the truth that burdens his mind."
Honestly, I’m impressed—Statsforvalteren seems to work harder to cover up NAV Sagene’s mess than to correct it.
They selectively apply only the parts of the law that support their narrative, while ignoring everything that exposes the manipulation.
Statsforvalteren think no one will expose this travesty of how applicant cases are mishandled — but now it’s online, published on this website for all to see.
It’s a clear display of how Norwegian government entities misbehave, while the highest authorities sleep through it all.
